Stormwater Management for Builders

E&S Permit from Bucks County Conservation District

All plans for proposed earth disturbance in excess of 1,000 square feet require an E&S Permit from the Bucks County Conservation District (BCCD). A copy of the BCCD “Letter of Adequacy” is required by the Township before issuing a building or zoning permit.

Compliance with the Township Stormwater Management Ordinance

Pursuant to Section 104 of the East Rockhill Township Stormwater Management Ordinance, all regulated activities must comply with the stormwater management performance standards and design criteria of the Ordinance. For construction on individual houses or individual sites (i.e. single family homes, additions, impervious surfaces), the township requires submission of a stormwater management application, fee, and plan, which are received through the Code Enforcement Office. They are then forwarded to the Township Engineer for review to verify compliance with the Stormwater Management Ordinance.

Typically, BMPs such as infiltration beds, flow attenuation trenches, and rain gardens are designed for compliance with the Stormwater Management Ordinance.

Before East Rockhill Township issues a building permit, the Stormwater Management Ordinance requires financial security to be posted to guarantee installation of the stormwater management facilities.

Review & Inspection

During construction, the Township Engineer‘s office is responsible for review and inspection of the site for compliance with erosion and sedimentation control measures required bythe stormwater management plan and stormwater management facilities.
