DEP Information Meeting May 1, 2020
The Pennsylvania Department of Environmental Protection (DEP) held an information meeting to update local elected and appointed officials to provide the status of the Rock Hill Quarry located on North Rockhill Road since the last meeting which convened April 3, 2020.
The Rock Hill Quarry is still under a cease order.
The Department of Health is currently dealing with issues related to the COVID-19 pandemic, but communications are ongoing so that they can respond to the list of asbestos-related questions submitted by DEP. Once their official response has been received, it will be posted to the DEP website.
DEP’s technical comments dated March 2, 2020 in response to the Qualitative Geologic Survey Report (QGSR) received from Hanson Aggregates requested additional sampling be completed by April 6. Hanson Aggregates, the permittee of the Rock Hill Quarry site, submitted an April 2, 2020 letter to DEP requesting an extension to that deadline until January 6, 2021. DEP responded to that request on April 17, 2020 allowing a deadline of May 31, 2020 to respond to comments 1, 2, and 3, and a deadline of June 30, 2020 to provide additional sample information originally requested in September 2019. DEP also requested that Hanson provide a draft asbestos monitoring plan by May 31, 2020.
R.E. Pierson Materials’ approval for the removal of equipment from the site is continuing. A DEP inspector is always on site while the activity is taking place. Oversized loads will have an escort vehicle. Drivers should remain alert.
R.E. Pierson holds three permits issued by DEP. The status of those permit is as follows:
- Air Quality General Permit for asphalt plant. R.E. Pierson did not commence construction within the period required by the permit, and therefore the permit is no longer valid.
- Air Quality General Permit for portable crusher. The portable crusher is being removed from the site, and once that is complete, the permit will no longer be valid.
- Air Quality Plan Approval for primary crusher. The permit expires May 30, 2020. An extension request was not received by the deadline of April 30, 2020, and therefore this permit will expire on May 30, 2020.
