NOTICE IS HEREBY GIVEN that the East Rockhill Township Board of Supervisors will hold a public hearing, on September 27, 2022 at 7:00 p.m. at the East Rockhill Township Municipal Building located at 1622 N. Ridge Road, Perkasie, PA 18944 to consider the adoption of an ordinance which would amend the East Rockhill Township Stormwater Management Ordinance to remain current with Pennsylvania regulations. A summary of the Ordinance is provided below, and full text copies of the Ordinance are available for inspection at the East Rockhill Township Municipal Building, 1622 N. Ridge Road, Perkasie PA 18944 and the offices of this newspaper during normal business hours. ALL INTERESTED PARTIES ARE INVITED TO ATTEND.
SUMMARY OF ORDINANCE
AN ORDINANCE AMENDING AND RESTATING CHAPTER 26, PART 3, STORMWATER MANAGEMENT, OF THE EAST ROCKHILL TOWNSHIP CODE OF ORDINANCES TO COMPLY WITH THE REQUIREMENTS OF THE TOWNSHIP’S NPDES PERMIT FOR STORMWATER DISCHARGES FROM THE MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4).
The proposed ordinance amends the East Rockhill Township Stormwater Management Ordinance to comply with the most current Pennsylvania regulations. Specific changes include amendment and restatement of the purpose for stormwater management regulations; allows the township to waive or modify regulations in accordance with the criteria set forth in the ordinance, requires revocation of a permit based on false or misleading information, amends certain definitions used in the ordinance, sets forth requirements for permitting and planning a stormwater management system to implement the goals of the ordinance, amends the regulations for volume controls, emphasizes the need for infiltration of stormwater, amends regulations to prevent streambank erosion, riparian corridor protection, revises the requirements for pipe materials and placement, required perpetual maintenance and inspections, amends the plan submission requirements, provides for the expiration of approval after five years, and amends and restates the prohibited discharges. The ordinance also provides an effective date of five days after enactment.
